This article explains what the exam rules are, how to see them in the interface, and what they mean.
Your university or organisation sets the test rules and the list of items that are allowed on your desk during the test.
Exam rules are a list of allowed (black/dark gray) and forbidden (gray/light gray) actions during the exam. For example, if the "Use paper" rule is shown in black/dark grey, it means you are permitted to use paper. Conversely, if the rule is displayed in grey/light grey, it means paper usage is not allowed.
